You mean give this beast to India. A $17 bn flagship.

Will this Aircraft Carrier make us a Naval Superpower? NO.

It will have influence on the navy's strength but not by much.

It would be a relief to the Navy looking for a 3rd Aircraft Carrier, but not without its own costs.

Anyways, this event is less probable than USA giving the same AC to Pakistan. By no means would USA cancel any aid to Israel for a country that is constantly harassing its greatest ally in South Asia [puppet is a better description]. Israel is USA's only dependable ally in the Mediterranean and the Middle-East .

In any case lets assume just for the sake of arguement that happens. Israel is lost as a close ally yet remains friendly. U.K. will need burnol for this humiliation for quite a few years to come. Japan , South Korea will be aghast but for the sake of common enemity against China will not probably say anything [although their “backdoor diplomacy” will]. USA immediately loses Pakistani army's goodwill. This will lead to unprecedented casualties in Afghanistan for the U..S forces at the hands of Pakistani mujahedeen. USA realises this in time and starts indiscriminate warfare in India's neighborhood.

What does India gain? Some high tech weaponry and technology. But nothing that it cannot build itself given the time and money.

Also a new foreign burden for the shipyards and Navy to maintain and a binding deal to obtain all spares from the USA for years to come with nil chances of technology transfer. Meanwhile China grows more hostile. Russia will grow wary and cancel projects like Akula, a project that has proved far more valuable for India navy.

In any case the chances of this deal happening are non-existent. The old F-16s of Pakistan come with conditions, there is no way the US would sell the USS Ford without any.

Edit:- In any case an Aircraft Carrier's strength comes from its fighter aircrafts. So the F-35 is the real strength of the USS Ford. India on the other hand is going to operate Migs, Tejas and Rafales. So there are no considerable advantages. It just provides a longer runway, a larger hangar and more range. Not anything game-changing.
