He didn't actually have sex… this is a performance piece and the act itself was faked. Nevertheless, it sparked understandable outrage.
Hvid spent hours evading guards before attempting the climb, including spending time hiding in a temple as guards passed by. They also crossed a fence.
So yes, there are things preventing you from doing it. But if you're motivated / stupid / disrespectful enough, then you could find a way.
