I’ll give you a few great examples!

Amber Rose at the 2014 VMAs:

Rita Ora (left) and Irina Shayk (right) both wore very revealing clothing at the 2015 Vanity Fair Red Carpet event:

Rihanna wore this dress to the CFDAs of 2014, and won the Fashion Icon of the Year Award that night (This aired on public television, was considered classy and glamorous, and even children attended the event, do not collapse this answer simply because of somewhat revealing clothing please):

Madonna wore a very odd dress to the Met Gala of 2016:

Miley Cyrus often wears things to Red Carpet events in clothing that wouldn’t be appropriate elsewhere, and she’s marketed to children. It’s a little odd.

There are more examples, these are just the ones that came to mind. I answered anonymously to not have these types of things tied to my name. I do realize society holds these sorts of outfits as the highest of couture, high fashion, the most elegant of clothing, but I do not imagine any of these would be appropriate in public otherwise (which is what the question is asking for).
