UPSC Interview is of 275 marks and as per my knowledge some marks are given to candidates just for appearing in the interview. Since 2013, when the new pattern was introduced, around 82/275 marks are awarded for appearance.
If someone scores very high in Mains then it's possible that he can make up into top 10 despite having a low score in Interview round. Every year there are around 10% candidates who owe their rank due to their great performance in UPSC Mains.

Although interview lasts for around 30 minutes or more. But it makes a considerable difference in your overall rank. Poor performance in interview can costs you as much as around 50 marks which can lead to a failure by not making into the final list.
Every year there are many candidates who clear Mains repeatedly but fails to see their name in the merit list.
Generally, the word “REJECTED” in interview is used for such cases. The reason behind this is that the marks secured in Mains are not enough to compensate for poor performance in interview.
Below Par performance in UPSC Mains + Poor score/performance in interview round = REJECTION !
So, if you have just crossed the cutoff for Mains then your chances of getting REJECTED in the interview increases significantly.
